1. RULES
1.1 The regatta will be governed by The Racing Rules of Sailing for 2009-2012, the prescriptions of US SAILING, the Notice of Race, the 2009-2012 ISSA Procedural Rules, and these Sailing Instructions.
2. SAFETY
2.1 Procedural Rule 2.2 will apply. However, flag Y will not be displayed. This changes rule 40.
2.2 A boat which retires from a race, shall notify the race committee either before leaving the course area or, if that is impossible, at the first reasonable opportunity after arriving ashore.
3. NOTICES TO COMPETITORS

4. CHANGES TO THE SAILING INSTRUCTIONS
4.1 Any change in the Sailing Instructions will be approved by the protest committee, announced orally and posted before the first race in which it will take effect.
5. BOATS
5.1 The penalty for breaking Procedural Rule 7.10 will be disqualification from all races sailed in which that rule was broken.
5.2 Competitors shall report any damage or loss of equipment, however slight, to the race committee/regatta organizing authority's representative immediately upon completion of the race in which it occurs.

6.2 The Race Committee will attempt to complete a full rotation.
6.3 At the conclusion of the scheduled
racing, if a sail-off is necessary to break a tie and if conditions permit,
one race will be sailed to break the tie.
7. RACING AREA
7.1 The racing area will be the waters south of

8.1 Course descriptions and course signals will be posted on the official notice board.
8.2 The start/finish line may be crossed during racing after the start.
9. MARKS
9.1 The windward and leeward rounding marks will be large
West Marine inflatables. A Gybe mark, if used, will be a float with a red
flag.
10. START
10.1 The starting line will be between a staff displaying
a flag on the race committee boat and the nearby float with a red flag.
11. RECALLS
11.1 Each boat’s recall number shall be her sail number. The failure to hail a sail number, the timing of such a hail, and the loudness of such a hail will not be considered grounds for redress.
12. THE FINISH
12.1 The finishing line will be between a staff displaying a flag on the race committee finish boat and the nearby float with a red flag.
13. PROTESTS
13.1 Appendix P of the Racing Rules, as modified by Procedural Rule 14(c), will apply
13.2 Protest procedure will be in accordance with Procedural Rule 16.
13.3 Under rule 70.5(a), decisions of the protest
committee will be final.
14. COACHING
14.1 Unless it is with the permission of the Race Committee, team leaders, coaches and other support personnel shall not go afloat in the racing area.
14.2 Competitors may receive coaching including
instructions, assistance, equipment or sustenance only during the designated
rotation between races.
15. PRIZES
15.1 Prizes will be awarded to the schools, skippers and crews of the teams placing first, second, and third.
